New development (new residential units, new commercial, industrial and institutional floor space) is subject to the provisions of Development Charges under By-law 2014-51
. Certain types of construction (renovations, accessory apartments, agricultural buildings, some industrial expansions, redevelopment) are exempt.
- Development Charges are imposed to recover capital costs associated with population and non-residential growth within the municipality. These costs are for shared infrastructure items (fire stations and equipment, major roads, water & sewage treatment plants, etc.) in addition to the costs would normally be constructed as part of a subdivision (such as internal roads, sewers, watermains, roads, sidewalks, streetlights).
