New development (new residential units, new commercial, industrial and institutional floor space) is subject to the provisions of Development Charges. Certain types of construction (renovations, accessory apartments, agricultural buildings, some industrial expansions, redevelopment) are exempt.
- Development Charges are imposed to recover capital costs associated with population and non-residential growth within the municipality. These costs are for shared infrastructure items (fire stations and equipment, major roads, water & sewage treatment plants, etc.) in addition to the costs would normally be constructed as part of a subdivision (such as internal roads, sewers, watermains, roads, sidewalks, streetlights).
